If the Send/Receive dialog of evolution is shown and has the focus, Atl+tab doesn't work correctly. The first pression on tab doesn't select the next application, but stay on evolution.

shell-app: Track all application windows

Filtering out "non-interesting" windows beforehand as we currently do
means that we may get properties that should be based on all windows,
like the last time the application was used, wrong.
Just track all windows and filter out non-interesting windows manually
in the one place we actually care about the difference.

I can't help but wonder if shell_window_tracker_is_interesting should be in mutter instead -- it mostly seems to be "what windows should we exclude from alt-tab or pagers?"
