gnome-software has working code to customize app folders now, which uses a single setting of type a{sas} (mapping folder ids to application ids).

We are waiting for gnome-software to switch to such a setup before enabling it for the general public.

There's a branch wip/folders for this now, and bug 720698 is about moving the setting to gsettings-desktop-schemas.
