Original description:

Shotwell's Flickr plugin provides three choices for the visibility of the
post: “Everyone”, “Friends & Family Only”, “Just Me”. Flickr, on the other
hand, supports setting friend and family visibility independently. I usually
use the “Friends Only” option, which Shotwell does not support. It would be
nice to add two more options, “Friends Only” and “Family Only”, to the
visibility combobox.

A very minor point: since one choice is "Friends & Family only", I think that
"Friends only" should probably precede "Family only" so that the order of
Friends and Family is consistent.

This patch looks so straightforward that I think we may as well drop it into
0.12.3 assuming it passes review.
