This behaviour is related to the fact that they are generated from raw images and not from corresponding JPEGs. I'm on debian, using shotwell 0.11.2, libraw version 0.13.8-1. Issue is that shotwell always manually develops raw files for thumbnails, no matter if they contain a preview image or not. This is somewhat related to the import speed issues with raw files
