Tracker renames the .pc file with each major release. For GNOME 3.12, the target
is likely tracker 0.18.

Let's require these versions.

Looks good to me, even though I have not had a chance to test it. For the record, one of the reasons for 3.12 to need Tracker >= 0.17 is bug 709368
