Original description:

If the user wipes their account directory (~/.local/share/geary/<email>/) so
it's empty, Geary will log in (fetching credentials from the keyring), write a
new .ini, and re-populate the database.

However, without the initial .ini file Geary assumes a GMail account, which
works in this case. For other services, this will cause suboptimal results.

Most likely the best thing to do is ignore the directory if no .ini and/or .db
file is found. If it's the only directory, we should treat the situation as
"no accounts defined".
