Original description:

In order to make it look more consistent with other tooltips, you could use
the CSS provided by the GTK+ theme.

Webkit apparently can't render the background-color and text-shadow
properties, so maybe these could be parsed to convert them into proper CSS,
like I suggested it for bug No. 7079

This has been rendered obsolete by the GTK widget port (Bug 765516), where GTK popovers are now being used for informing the user of malicious links. Closing as such.
