Add a utility to export emails and folders full, in the same way must be
created within the task [[http://redmine.yorba.org/issues/5985]] #5985 the
import task, which also expose the need to import folders.

This is required for new users and strengthening them in geary.

As of yet, Geary only reflects what's available via IMAP, and that only
partially. There are already utilities out there (e.g.
[NoPriv](https://github.com/RaymiiOrg/NoPriv)) to backup IMAP mail to a
locally-accessible archive. Without local-only folders (#7602), there's not
much this ticket would accomplish.
