The user should be able to add an image to the layout of an HTML mail message.
The image should be encoded and sent as part of the mail message.

Adding a dependency on Bug 728002, since this isn't work fixing until we have ported to WebKit2, and blocking Bug 760818, since we need to be able walk before we can run.
