Clarify "can be freely modified and redistributed" in "Getting GNOME" release notes section

Dear maintainer, in section "Getting GNOME 3.10" of the website [1] one can read: "GNOME's software is Free Software: all our code is available for download and can be freely modified and redistributed.". It is not clarified what "can be freely modified and redistributed" means. Note: (L)GPLvX-licensed work can not be freely modified and redistributed. The family of GPL licenses gives strict and clear legal restrictions on how to redistribute the licensed work. I propose changing the line to "GNOME's software is Free Software: all our code is available for download and can be freely modified and redistributed according to the respective license(s)." for future GNOME releases. I change my proposal to "GNOME's software is Free Software: all our code is available for download and can be modified and redistributed according to the respective license(s).".
Still valid for 3.18.
