When -enable-python is set, configure should check if python module _testcapi is available

The _testcapi module is needed for the python binding's unit tests. It is part of core python, but some distributions don't install it by default. Fedora for example makes this module available via a separate package: python-test. Configure should check if this module is available and abort if not.
