Description:
- click on control center icon
- see a popup with "apply" and "close"
- and that's it.

With other icons, I also get the apply/close popup but it quickly
disappears and then the appropriate control window apears.    It seems
like this popup shouldn't be appearing in any case.

Anyway, the keyboard bell sound is now fixed to the kinda loud and
annoying default and I can't change it back to to what it was before the
control center icon

This works here, but is fairly serious. Scott, what happens if you run
keyboard-properties from the control line?

At the time of this bug report, when I typed keyboard-properties, I
got the same result as when I clicked the keyboard icon (no pael for
controlling keyboard properties).  

After several Red Carpet upgrades, this bug seems to be partially
fixed:  Now, both the icon and "keyboard-properties" bring up the
panel where you can adjust the beep.

However, the bell sound adjustment has no effect.  If I increase the
pitch and drop the volume and duration, I hear the change when I click
the Test button but nothing changes with my gnome terminal bell sound
-- it's still low, loud and long.  It also doesn't affect the bell
sound I get in xemacs, say when I search for a string that isn't in
the buffer.  This used to work, though.
