Using Anjuta on Fedora 20, creating such a project results in a
foobar.c file that contains the following: Error in template
/usr/share/anjuta/templates/mkfile/src/main.c, line 2 fserr 2: cannot
map data file licenses/.tpl: No such file or directory

Thank for reporting this. I have fixed the issue in both the master and the gnome-3-10 branches. The fix will be available in the 3.10.2 and 3.11.2 release of Anjuta.

It just needs to add one line in a file. You can eventually fix this on your system by editing the file /usr/share/anjuta/templates/mkfile.wiz as shown here:
