I cannot manually arrange (drag and drop) url desktop launchers after
  upgrade from ubuntu 13.04 to 13.10.  I get error message (Error while
  copying "/") with details (Error opening file "/": is a directory).
  Keep aligned is turned off..  Some of the launchers were created
  by using Firefox "Create Deskcut" and some with the older Nautilus
  "Create-Launcher" script. I have the same response with a clean install of 13.10 from ISO.

Which nautilus version is this about? Did you file a bug report in Ubuntu's bugtracker?

Nautilus version 1:3.8.2 (Ubuntu2). Originally filed bug report #1245214 in what I assume is/was Ubuntu's bugtracker. Was asked to file "upstream" to ya'll.

Starting with version 3.28, nautilus will not handle the "files on desktop background" feature. For better alternatives, read this blog post https://csorianognome.wordpress.com/2017/12/21/nautilus-desktop-plans/
