Hovering the pointer over the tabs and triggering the mouse wheel should let the user scroll through the open tabs. Currently the user has to click on buttons in order to scroll to unseen tabs.

We used to have this in Gtk+ 2.x, it's gone as a result from switching to Gtk+ 3.x.
