When the system has no network connection, Evolution should start in offline mode so that locally stored mails are accessible. In fact, this was the behavior in previous versions (not sure when it changed). Now, when there is no connection, Evolution tries to connect to the mail servers anyway, fails with an error message, and remains in an unusable state where even locally stored mails from my (IMAP) mail servers cannot be accessed.
