Since fc240edcb482bc90f32ad8b89de9306ad8c7ea8a, gdk-pixbuf relies on sys/resource.h and various function calls that are not available on windows. This causes the build to fail for windows with gdk-pixbuf 2.30.0

This test should either not be compiled on windows, or those sections of code should be #ifdef'd out for platforms without those functions.


(Additional note: 2.30.x is not an available choice for the gdk-pixbuf version in bugzilla.)
