Doc update.

g_locale_to_utf8() (respectively _from_) was returning a gchar* but it was not clear whether it was newly allocated (and consequently to be freed by the user) or belonging to glib.

I had to check the implementation to make sure it is indeed allocated. So I propose this minor doc update. If it is good, I can also make it a master commit.
