When wifi is enabled (both in hardware and software) and it's just not connected to any network, its menu status says "Off". In the drop-down menu there is "Turn Off" item. That looks very weird. So it's off and I can turn it off? :-)

Please distinguish Off (software off) and Not Connected (on, but not connected). Ideally also Hardware Disabled (hardware off), but that's reported separately as bug 709635).
