In item_cursor_draw, when "expose" turns out non-NULL we clip.  On win32
that causes the item cursor to be invisible in the upper half of the
visible grid.

Is that clip correct?  Recall that exposure changes in the canvas causes
similar clip problems there.

I suppose this clipping was there in the ancient foocanvas times, not sure it is really needed.
