Would be nice to add a short description of the 6.3.0 additions in the commit message. Do we need pango updates for the bidi changes ?

Pushed to master with an updated commit message.

The glib part is the easy part of the unicode 6.3 update; the hard part are the updates to the BiDi algorithm which need to be implemented in pango/fribidi.
