On my Fedora 19 box, nm-connection-editor lets me set a wired connection's IPv4 addressing to "shared to other computers".  I won't claim that it's a great interface, but the option seems to be completely missing on gnome-control-center.

If I create such a connection with nm-connection-editor, gnome-control-center shows a blank dropdown for IPv4 addressing.
