At the current default window width (840) and sidebar width (188) the scrollbar on the side of the window is now enough to reduce icon view from four columns down to three columns. The transition between folders large enough to have a scrollbar and folders without a scrollbar is jarring.

Nautilus now requires more space to display four columns of icons at the
default sidebar width if a scrollbar is present. The transition between
four columns of icons and three columns looks terrible so let's avoid it
by default.
