When a window is snapped to the left or right half of the screen, you cannot resize it.
This works in Windows 7, also works in Ubuntu 13.04, and is actually very useful.

$ gnome-shell --version
GNOME Shell 3.9.91

gnome-shell-grid has an open bug about this:

And they have already done some digging.
