Right now, General means "All". It shows all apps, even if they are present in other subcategories.

This is confusing from a user perspective. Two possible suggestions come to mind:

1) Rename "General" to "All" and put it at the top of the list
2) Make "General" only show items which did not fit into any other subcategory

This seems like the best approach for now.

Having a flat list of everything is like amazon alphabetically listing all products in one table. I don't think that has any value.

At the same time I have hard time imagining browsing for a completely random/uncategorized app. If an app can't even be vaguely categorized, what is the likelihood of it having an appeal to someone? Rather than 'Other' it's 'Developer didn't provide sufficient metadata'. I even think we could live without listing these (yet return them as search result hits).

IMO we should show Other at least until we have a set of sane categories. (which will probably happen after 3.10)
