At the moment gnome-ostree doesn't include any Telepathy connection manager. This means that Empathy is useless and that some other features cannot be tested in Gnome, for instance integrated chat and IM online accounts in gnome-control-center.

It would be good to ship at least the most used/useful connection manager, i.e. the one for XMPP: http://cgit.freedesktop.org/telepathy/telepathy-gabble

Note that not having a connection manager is currently exposing a bug in Telepathy that makes it impossible to add any type of online accounts in gnome-control-center, see https://bugs.freedesktop.org/show_bug.cgi?id=68892
