updated version of the Japanese translation up to 1.8.5

I added new translations and revised some of them.
I also updated doc/maintainers.txt to check doc/translator.py works fine.

I have already announced by email to the translators of older versions.
I waited about a week and Mr.Iseri(latest translator) replied to me.

He said he has no plan to update currently, and feel free to update the translation.

This bug was previously marked ASSIGNED, which means it should be fixed in
doxygen version 1.8.6. Please verify if this is indeed the case. Reopen the
bug if you think it is not fixed and please include any additional information 
that you think can be relevant (preferrably in the form of a self-contained example).
