We need NM 0.9.8.4 for GNOME 3.10.

Specifically, we need

  - the new :primary-connection API
  - at least a partial fix for the bluez5 issues

This will also include the new NMClient:connectivity property, which can be used to distinguish "behind a portal" from "limited upstream network connectivity". It may be too late to actually use this in gnome-shell for 3.10, but it will at least make it easier to start developing the feature.

0.9.8.4 is out, 0.9.8.6 will eventually follow with the BlueZ stuff
