neonhttpsrc: fails to configure with neon-0.30.0

The neon 0.30.0 NEWS file states that it is "API and ABI backwards-compatible with 0.27.x and later". So neonhttpsrc's neon version check in configure.ac should be changed to neon <= 0.30.99, or perhaps removed altogether.

Could this patch please be added to the stable branches (1.0 and 0.10) also?
Backported to 1.0 branch, 0.10 does not really matter and the patch applies cleanly there anyway if you really need 0.10.
