css: Matching children of regions with states fails

Currently, if a children of a CSS region has a state, its children will fail to match. This broke notebook tabs since we stopped propagating states to widgets down the hierarchy. See attached reftest.

this is probably a wontfix, since regions are on the way out. You can work around with judicious addition of style classes to the affected children
