Can't use unicode characters to execute external commands

Created attachment 250570 [details] [review] Enable to call external executable with unicode(non ASCII) characters on Windows When doxygen calls external executables, and the path or the parameters include unicode (non ASCII) characters, the call will fail. This problem looks like Bug 687393, but with 687393, they/you talk about ZIP format only. (Microsoft Windows can treat ZIP format, but not support utf-8 filename flag defined 2006 by PKZIP 6.3.0.) This problem also looks like Bug 605565. Unlike it, I uses Windows 8 PRO Japanese edition. I made the patch for this problem, please apply this. Regards, Suzumizaki-Kimitaka

This bug was previously marked ASSIGNED, which means it should be fixed in doxygen version 1.8.5. Please verify if this is indeed the case. Reopen the bug if you think it is not fixed and please include any additional information that you think can be relevant.
