Improve the timing of router solicitations, as they're not necessarily needed every 10 seconds when the router is not going to respond anyway. On the other hand we need to restart router solicitations at the best time to catch various configuration values before their expiry.

bugzilla.gnome.org is being shut down in favor of a GitLab instance. 
We are closing all old bug reports and feature requests in GNOME Bugzilla which have not seen updates for a long time.
