When using a non-xml backend custom reports should be stored in the selected backend

When using mysql or postgres as a back-end I would expect the Custom Reports to be saved using the back-end instead of in ~/.gnucash/saved-reports-2.4 This would enable a user to use customer reports across machines and still have the reports available. In a multi-user setup, If the user doesn't have write access to the back-end (DB admin give select privileges only), then a to fall back to the original save method seems reasonable.

Reassign version to 2.4.x so that individual 2.4 versions can be retired.
