When turning off "active" in org.gnome.settings-daemon.plugins.keyboard, I was expecting to not grab super+space keybinding in settings-daemon but seems not. the switcher appears when pressing it but no effects.

I saw this issue on f19, gnome-settings-daemon-3.8.3-1.fc19

Yeah, because it's gnome-shell that actually grabs the keybinding. Since we don't really support running a GNOME desktop without g-s-d's keyboard plugin active I don't consider this a bug. If you really want to disable that keybinding you can easily blank it in the system settings shortcuts editor.
