scenario:
- have a terminal window in multiple workspace
- have all those terminal windows below other fullscreen windows, like firefox or something else. so that they are not visible. the are really 'below'
- now on a workspace of your chosing, switch to a terminal window
- the terminal window is raised to the front

in fact, ALL terminals on ALL workspaces are raised to the front.

That is completely illogical, that is not what I did. I just raised the terminal window on the current workspace.

I'm working on the current workspace, other workspaces must not be touched by such mundane actions

GNOME is going to shut down bugzilla.gnome.org in favor of  gitlab.gnome.org.
As part of that, we are mass-closing older open tickets in bugzilla.gnome.org
which have not seen updates for a longer time (resources are unfortunately
quite limited so not every ticket can get handled).

If you can still reproduce the situation described in this ticket in a recent
and supported software version, then please follow
  https://wiki.gnome.org/GettingInTouch/BugReportingGuidelines
and create a new ticket at
  https://gitlab.gnome.org/GNOME/gnome-shell/-/issues/
