Most of the time the arrow keys don't do anything.

Or make them cause a message as to why they aren't doing anything.

The cursor keys already have mappings for many tools, like the move
or the selection tools, therefore we decided to only bind shift+cursor
and control+cursor to scrolling actions.

You can edit the default cursor key actions in Preferences -> Input Controllers

If you'd like to start a discussion about these defaults, please use
the gimp-developer mailing list. Bugzilla doesn't have the proper
audience for such an elementary interaction discussion.
