This bug report mirrors a Launchpad bug:

I have a PDF form that contains some drop-down fields. When I fill out the form, save a copy, and then load the copy, the text fields are as they should be but the drop-down fields are back to their original values.

The PDF file in question cannot be posted publicly, but I will be happy to send a copy through private mail to a developer.
