From the DOAP file:
GNOME Online Miners provides a set of crawlers that go through your online content and index them locally in Tracker. It has miners for Flickr, Google and SkyDrive.

This was split out from gnome-documents so that non-document centric miners can be added without having inter-application dependencies. eg., it doesn't make sense to have a Flickr miner that would exclusively deal with photos and videos in gnome-documents.
