When we look at the HTML documentation and the list generated by the commands \secreflist / \refitem (see config.html page) we sea here that all configurations are hyperlinked. When we look at latex / pdf this is not the case there is only a link to the paragraph (see chapter 21).
The same accounts for special commands (commands.html / chapter 22), here is is a bit less problematic as here each item is in a separate paragraph.

It would be good to have the hyperlinks in latex / pdf as well.

This bug was previously marked ASSIGNED, which means it should be fixed in
doxygen version 1.8.6. Please verify if this is indeed the case. Reopen the
bug if you think it is not fixed and please include any additional information 
that you think can be relevant (preferrably in the form of a self-contained example).
