The check for the initial user isn't working the "gnome-initial-setup-done" doesn't seem to be getting written by the copy-worker. Will investigate further.

GDM Api doesn't need such a high version but we need GDM to have setup
the initial-setup session correctly.

We were out of sync with GDM as we had 3.8 but not recent enough to have 3f7ac6f865cccd77a2b632fa55667f9168947c2b

I think we should either depend on it (as we do anyway so it's not a big deal imo) or make sure the README is up to date.
