I'm running the git/master of evolution and its dependencies.   If  go to edit->preferences-> composer preferences->General I see that the "Reply Style" and "Forward Style" dropdowns trigger but the resulting menu is blank (with several lines though).

Thanks for a bug report. I recall something similar, it ended in gtk+, I think. What is your current gtk3 version, please?
