Wallpaper doesn't appear in GNOME Shell 3.8.0.1
Wallpaper appears only in Activties Overview.

Quick fix currently is: Turning off file manager from handling the desktop via GNOME Tweak Tool.

This is a nautilus bug, not gnome-shell's.

The video shows that "Ambiance" theme is being used. It matches the description of bug 697235.
