After opening Gimp, click on File, Open and an error message appears.

gimp-2.8 - No disk
There is no disk in the drive. Please insert a disk into drive\Device\Harddisk4\DR4

Options given are Cancel, Try Again and Continue

Clicking on any option or close box - nothing happens. Box sits there. You can use gimp after some time to open files but the box remains on top. Does not disappear until gimp is closed.

I have removed gimp (uninstalled) and all the gimp files that I could find and then reinstalled program. Error message still appears when you go to File, Open. As I am filling this description the open box is still visible. Remains on top of all other programs.

Had you opened images directly from a memory card - CF, SD, ... - before?

I had opened images from a memory stick previously, but this would have been several weeks ago. I did uninstall Gimp and did a search for all files containing 'Gimp' and deleted all these before reinstalling. I expected that a new installation would not look for previous files or disks, and I would not receive the message.

This is appearantly caused by a missing removable medium, like a flash card, a  USB hard drive etc. In this case it's probably a GTK+ bug, as the same error occurs in other GTK based applications (see [1], [2]).
You can:
A. Insert the missing removable medium before opening the File/Open dialog or
B. follow the steps in [1] (if you're looking for .recently-used.xbel - it could be in C:\Users\$YourUsername\AppData\Local) or
C. follow the steps in [2].

PS: The bug severity 'Blocker' doesn't mean, that this bug blocks your work, but it blocks the next release. That is obviously not the case here. Thus I'm decreasing the severity down from 'Blocker' to the more suitable 'Major'.

I followed the instructions for link 1, renaming "recently-used.xbel" and this worked. I am hoping that this will not occur again.

This seems to be similar to bug #168156. Can you verify if an entry in the recent documents file was pointing to a file located on the memory stick?

Looking at bug #168156 and its duplicates, the file must surely have been on a removable volume. 
Let's treat this bug as duplicate, as the symptoms are the same.
