Steps to reproduce:
1. Open a PDF document with links in Evince
2. Press Tab

Expected results: Focus would move from link to link within the document.

Actual results: Focus does not move from link to link within the document.

Impact: Links can only be accessed by those able to use a mouse.

Updating the summary. If links are tab-focusable, but not enter-activatable, then the tab-focusability is rather useless.

Furthermore, if the caret position isn't updated to reflect the new location, the above functionality is also rather useless (from the perspective of those requiring caret navigation, anyway).
