Steps to reproduce:
1. View http://www.irs.gov/pub/irs-pdf/fw4.pdf
2. Examine the results via Accerciser

Expected results: The entire document's content would be exposed.

Actual results: Only the content of the current page is exposed.

Impact: Orca's SayAll and Structural Navigation features cannot be used to access PDF content.

This was solved as part of uber-bug 724965. So I'm marking this as a duplicate.
