I was looking at the right-click menu popup in the Play Queue but no "Send To..." menu option is visible.  

The SendTo plugin is activated - and the menu option is visible in the library source as well as on playlists.

I was wondering if this was intentional ... but in the python code for SendTo - you have a "queue-popup" rb-plugin-menu-link ... so not so sure now.

Please can you confirm is this now expected functionality?

Ubuntu 13.04 + Gnome 3.8 PPA giving me RB2.99.1

no, just forgot to make the plugin items work there. fixed in commit 972801b.
