This bug was originally posted at GimpChat [1] for GIMP on Windows 7, but I could reproduce it with GIMP 2.8.4 on OS X and Linux. 

How to reproduce:
1. Open or create an image.
2. Open a Filter window and move it to another position on the screen. 
3. Close the Filter window.
4. optionally: restart GIMP
5. Open the same Filter window again.

Expected result:
The Filter window opens at the same position as before.

Actual result: 
The Filter window opens at its default position (at screen center for me, at top left corner for the original reporter). 

It's always reproducible in Single and Multi Window Mode. 
I already set the preference to save the window positions on exit, but that doesn't have an impact on these windows.
This is especially annoying if the user has multiple monitors and uses a particular one to work on the image while the other one holds the toolbox and all dialogs. As a (real) enhancement we could also look if we let all UI stuff except the image itself appear on a dedicated screen.
