On using

settings -> configuration > outputformat -> MP3 layer

sound-juicer keeps on .ogg frmat for ripped files.

That should not be.


Steps to reproduce:
1.Install sound-juicer
2.Insert an audio cd
3.sart sound juicer
4.Use settings -> configuration -> outputformat >MP3 layer
5.rip
6See that the output files are in mp3

Additinal: 

A newstart of the program takes no effect

All partner/extra repositories are enabled.

I could not reproduce this. Are the needed plugins installed? gst-inspect-1.0 lamemp3enc comes to mind.
