consolekit/logind runtime detection for 0.9.8.x

From downstream:
https://bugs.gentoo.org/show_bug.cgi?id=468930

This patch makes possible to move the logind/consolekit detection to runtime (from build time), that way, people running other init (like upstart or openrc) can still use logind provided by systemd package if desired
