I had this problem with Gnome 3.6 and after numerous fresh installs of 3.8.1 noticed it still persists.

Changing pointer speed for both mouse and trackpad impacts the speed of the pointer as expected.
Problem is, when you navigate away from Mouse & Trackpad settings and open it up again, the sliders are back to the default values.

I don't believe they are impacting the actual pointer speed unless touched.
